São Tomé and Príncipe Citizenship by Investment Program

The São Tomé and Príncipe Citizenship by Investment (CBI) program was launched in August 2025, making it the newest second passport by investment pathway worldwide.

The program is considered the most affordable second citizenship program, with a minimum investment of US$95,000.

About São Tomé and Príncipe

São Tomé and Príncipe is a two-island nation in the Gulf of Guinea, off the western coast of Central Africa. Its economy is supported by agriculture, tourism and a growing services sector, with the government also seeking greater international investment in infrastructure and development.

São Tomé Citizenship by Investment Guide

The country’s second passport pathway is expected to be one of the top countries offering citizenship by investment in 2026, thanks to its inexpensive outlay.

To obtain a São Tomé and Príncipe passport, you need to donate US$90,000 to the National Transformation Fund if you are a single applicant. If you are applying with two to four family members, the required donation is US$95,000.

A fee of US$5,000 is required for each additional dependent. Each applicant must also pay a submission fee of US$5,000.

As one of the emerging second passport programs, São Tomé and Príncipe offers the following benefits in addition to its low cost:

  • Visa-free travel to over 60 countries, including Singapore, Hong Kong, and South Africa. Passport holders can also enjoy e-visa access to the UAE and Qatar.
  • Family members, including your spouse, dependent children under 31, parents and grandparents over 55, can apply for citizenship.
  • The program offers a fully remote application process and does not impose residency, language, or physical presence obligations.
  • Citizenship can be passed on by descent.
  • Fast processing time, with an average of 2.5 months.

The program allows dual citizenship, but if you already hold three or more passports from different countries, you will not be permitted to apply.

To be eligible for this program, you must be at least 18 years old and in good health and have a clean criminal record. Applicants must also complete this new passport program’s due diligence checks.

Although the original master tender was canceled, the program is still being amended and evaluated and is likely to push through.

Botswana

This South African country announced the development of its citizenship by investment program in 2025. The minimum investment requirement is said to be US$75,000, making it another affordable second passport pathway.

The program is scheduled to be launched in 2026; however, it has not yet been formally implemented.

Tonga

Tonga has been identified as another potential entrant to the citizenship by investment market. Although the Pacific Island nation does not currently offer a formal citizenship by investment program, discussions surrounding its reintroduction have gained momentum in recent years.

Presently, the country’s CBI framework is still being developed, and the program has not yet been approved, legislated, or officially launched.
