The Future of Caribbean CBI: Why We Welcome the Industry’s Evolution

Recent discussions between the European Union and Caribbean Citizenship by Investment (CBI) jurisdictions have understandably raised questions for investors. Much of the conversation has centred on the possibility of changes to visa-free access for Caribbean passports, but in our view, this is only one part of a much bigger story.

At Citizens International, we believe these developments should be viewed as the next stage in the evolution of the investment migration industry rather than a signal of its decline. While change is inevitable, we remain confident in the long-term value of Antigua & Barbuda and believe the country will continue to be one of the world’s most attractive destinations for internationally minded investors.

A Global Trend Towards Stronger Immigration Frameworks

The European Union’s review of Caribbean Citizenship by Investment programmes is part of a much broader global trend. Over the past decade, governments around the world have steadily introduced more sophisticated immigration and border management systems, including the U.S. ESTA, Canada’s eTA, the UK’s ETA and the EU’s forthcoming ETIAS.

These initiatives all point in the same direction: greater oversight, enhanced security and stronger verification of those crossing international borders. Against that backdrop, it is not surprising that governments are also taking a closer look at how citizenship itself is granted.

The European Commission has asked Caribbean Citizenship by Investment countries to phase out their existing programmes by June 2028. While discussions between the Caribbean governments and the EU continue, we do not believe this necessarily signals the end of investment migration in the region. Rather, we see it as an opportunity for the industry to adapt to changing global expectations.

We Believe the Programmes Will Evolve, Not Disappear

Investment migration has never stood still. Over the past two decades, due diligence standards have become significantly more robust, application processes have become more sophisticated and governments have worked together to strengthen the integrity of Citizenship by Investment programmes.

We believe this next phase will follow a similar path.

Rather than direct citizenship through investment, future programmes are likely to place greater emphasis on residency before citizenship, more closely aligning with immigration frameworks already used throughout Europe, North America and many other developed countries. Applicants may be required to spend meaningful time in the country before becoming eligible for citizenship, creating a stronger and more tangible connection to their adopted home.

From our perspective, this represents a natural progression for the industry rather than a setback.

Why We Believe Now Is the Right Time to Act

While we are optimistic about the future of investment migration, we also recognise that today’s Citizenship by Investment Programme offers a level of flexibility that may not be available indefinitely.

Should future reforms introduce longer residency requirements, higher investment thresholds or additional qualifying criteria, the pathway to citizenship is likely to become more demanding than it is today. History has consistently shown that immigration programmes rarely become simpler over time.

For investors who have already been considering Caribbean citizenship by investment, there is a compelling case for beginning the process sooner rather than later. While the details of any future reforms remain uncertain, engaging with the programme today allows you to move forward under the current framework while remaining well positioned as the industry evolves. Waiting until new requirements are announced could mean facing a more complex and potentially more expensive route to citizenship.

Ultimately, we believe the conversation has always been bigger than visa-free travel. The real value of Antigua & Barbuda lies in the opportunity to invest in a stable, growing country, own exceptional Caribbean real estate and establish a meaningful connection to a destination that people genuinely want to spend time in.
