Antigua Proposes 2030 Citizenship Program Phase-Out Amid EU Negotiations

Nov 5, 2026

Antigua and Barbuda has formally proposed a conditional phase-out of its Citizenship by Investment Programme (CIP) by the end of 2030, marking a significant development in ongoing discussions with the European Union over the future of Caribbean investment migration.

In an October 30 letter to European Commissioner for Internal Affairs and Migration Magnus Brunner, Prime Minister Gaston Browne outlined the government’s willingness to end the programme, provided the EU agrees to an extended transition period and offers financial and technical support to help manage the economic consequences.

The proposal follows months of discussions concerning the EU’s request for Caribbean nations to phase out their citizenship programmes by June 1, 2028. While the government’s latest position represents a notable shift, no final agreement has been reached, and Antigua and Barbuda’s CIP remains operational under its existing framework.

Why Antigua Is Seeking an Extension to 2030

Citizenship by Investment has played an important role in Antigua and Barbuda’s economic development, supporting infrastructure, tourism, employment and investment in the country’s real estate sector.

According to the Prime Minister’s letter, stronger CIP revenues contributed to a primary fiscal surplus of nearly 5% of GDP in 2025, while public debt declined from approximately 101% of GDP in 2020 to an estimated 68% in 2025.

The government argues that an accelerated closure could disrupt ongoing developments, existing contractual commitments and financing arrangements linked to the programme. An extended transition through 2030 would provide additional time to fulfil these obligations while allowing the country to diversify its sources of investment and revenue.

As part of the proposal, Antigua and Barbuda has offered to conduct a comprehensive economic assessment by March 2027, with EU assistance requested to support the transition.

Protecting Visa-Free Access to Europe

At the centre of these negotiations is Antigua and Barbuda’s commitment to preserving visa-free access to Europe’s Schengen Area, an important benefit for Antiguan citizens and international investors alike.

The European Commission has expressed concerns about Citizenship by Investment programmes across the Caribbean, creating pressure on participating governments to reconsider their long-term approach.

Antigua and Barbuda’s latest proposal seeks to balance the protection of international travel arrangements with the economic realities of winding down an established investment programme.

The government has until November 12, 2026, to formally communicate its position to the European Commission. Although the Prime Minister has already submitted his conditional proposal, the EU has not publicly agreed to the requested extension or financial assistance.

The outcome of these discussions will be important in determining the programme’s future timeline and the conditions under which any transition may take place.

What Does This Mean for Prospective Citizenship Applicants?

For individuals and families considering citizenship through investment in Antigua and Barbuda, the latest developments reinforce an important consideration: the opportunity to apply under today’s programme requirements likely will not remain available indefinitely.

Although neither the proposed 2030 deadline nor the EU’s requested 2028 timeline represents a confirmed closure date, the government’s willingness to negotiate an eventual phase-out signals a meaningful change in direction.

Citizenship applications currently take approximately 8–10 months to process, making early planning particularly important for those who have already been exploring their options.

Antigua and Barbuda continues to offer an attractive combination of international mobility, family inclusion, investment opportunities and an established Caribbean lifestyle. For applicants pursuing citizenship through approved real estate, the investment can also provide a tangible, long-term connection to the country, extending well beyond the benefits of a second passport.

As discussions continue, prospective applicants should consider both their immediate citizenship objectives and the longer-term value of their investment.

Looking Ahead: An Important Window for Applicants

The coming weeks and months will provide greater clarity on the direction of Antigua and Barbuda’s Citizenship by Investment Programme. While the final terms of any agreement remain uncertain, the government’s latest proposal makes clear that significant changes are being actively considered.

At Citizens International, we continue to monitor developments closely and provide clients with guidance on citizenship, approved real estate investments and long-term relocation opportunities in Antigua and Barbuda.

For those already considering Antigua and Barbuda citizenship, now is an important time to explore the options available under the current framework rather than waiting for the outcome of future negotiations.

Contact our team to arrange a complimentary consultation and discuss your citizenship and investment objectives.
